The distribution of periodicals throughout the Republic of Moldova will continue to be supported in 2026 from the state budget. At its meeting on Wednesday, 29 July, the government approved the funding mechanism under which, <\/b>as in the previous year<\/b><\/a>, 10 million lei will be allocated to cover the costs of print media distribution. The funds will be transferred, via the Ministry of Culture, to the Moldovan Post Office.<\/b><\/p>\n

Both national, regional and local newspapers will be eligible for public funds to offset distribution costs.<\/p>\n

According to the decision<\/a>, not every publication will be eligible for this support. To receive funding, a newspaper or magazine must meet several cumulative conditions: it must have been in publication for at least two years, be published at least once a month, and have a minimum print run of 1,000 copies for national publications or 500 copies for local and regional ones. Furthermore, at least 75 per cent of the content must be devoted to matters of public interest in the Republic of Moldova, and publications are required to ensure transparency regarding ownership, editorial staff and circulation; to comply with the Journalists\u2019 Code of Ethics and the decisions of the Press Council; to clearly distinguish between political and commercial advertising; and to comply with legislation governing the coverage of election campaigns. Through their content, the supported publications will promote values such as peacekeeping, the consolidation of democracy, social cohesion, accession to the European Union, national security objectives, critical thinking, civic engagement, human rights, local history, artistic and cultural identity, as well as combating disinformation, the manipulation of information and foreign interference.<\/p>\n

The decision excludes from funding publications established or funded, in whole or in part, by political parties, public authorities, religious denominations, trade unions or employers\u2019 organisations, as well as those controlled by companies whose main activity is not in the media sector. Furthermore, publications managed by individuals with political affiliations or subject to international sanctions, those with debts to the national public budget, those that have included distribution costs in their subscription price, or those already receiving distribution compensation through the Media Subsidy Fund or other state aid schemes, will not be eligible for support.<\/p>\n

Applications will be assessed by the Independent Press Association (API), and the final decision on inclusion or exclusion from the list of beneficiaries will be taken by the Examination and Selection Council, comprising six members \u2014 representatives of the API, the Press Council and certain civil society organisations, plus a non-voting representative from the Ministry of Culture.<\/p>\n

\u201cMaintaining and developing the print media sector will have a beneficial effect on the development of democracy, countering disinformation, attempts to manipulate information and foreign interference, guaranteeing fair access to information, including for older people and residents of rural areas, and in particular for those who do not have constant access to the internet or do not use digital channels, as well as ensuring media pluralism\u201d, the explanatory memorandum states.<\/p>\n

\u201cThe measure is particularly important for regional and local publications, which are facing rising printing and distribution costs, as well as reduced revenues. Newspapers remain an important source of information for people living in rural areas and small towns, as well as for those who make less use of digital platforms. That is why it is important for the Ministry of Culture to continue to ensure the functioning of this mechanism,\u201d said Minister Dan Suruceanu during the Government meeting.<\/p>\n

The subsidy scheme for the distribution of periodicals was introduced in 2024<\/a>, after the cost of distributing periodicals for 2024 had risen 3.4-fold by the end of 2023 compared with the rate applicable in previous years. Several publications reported that the decision was having a critical impact on their operations.
