Alexandr Petkov, Balti Municipality Mayor, annulled the regulation regarding the activity of the press at the mayor\u2019s office after several media NGOs criticized the document as \u201carbitrary\u201d and \u201cabusive.\u201d<\/strong><\/p>\n

\u201cWe have corrected a regrettable mistake. The recently approved Regulation regarding the activity of the press at the mayor\u2019s office has been annulled. I would like to apologize to all the journalists,\u201d Alexandr Petkov wrote on his Facebook page<\/a> in the afternoon of November\u00a013.<\/p>\n

Contacted by Media Azi, Balti Municipality Mayor declared that \u201csomeone exceeded their powers.\u201d The local elected official refused to provide more detailed information: \u201cI\u2019d like to change the topic. The regulation has been annulled.\u201d<\/p>\n

WHAT THE REGULATION STIPULATED<\/strong><\/p>\n

The provision<\/a> signed by Mayor Alexandr Petkov in August and published on Friday, November 8, on the Balti City Hall website, consisted of several rules of conduct for journalists. It included the prohibition of publishing any information regarding the local public administration (LPA) which is \u201cprovocative, (…) defames the LPA staff, and does not contain any comments or responses from the representatives of this institution.\u201d<\/p>\n

The document stipulated that journalists could have access \u201cto the meeting room (at the mayor\u2019s office \u2013 editor\u2019s note) within the limit of the seats reserved in the visitors\u2019 area, located on the right side of the presidium, in the box reserved for the media and civil society representatives, without photography, video, or audio recording equipment.\u201d Media representatives were allowed to \u201cconnect their photo\/video cameras only after the management\u2019s and\/or authorized person\u2019s official announcement about the beginning of the event,\u201d from specially equipped spaces, the mayor\u2019s office regulation also stated.<\/p>\n

The local press in Balti was informed of the document on Tuesday, November\u00a012, as Viorica Bugulean, TV\u00a0Nord director, confirms. According to her, the document is a response from the local elected officials who were dissatisfied with the fact that they were filmed<\/a> by journalists using their mobile phones during a municipal council meeting held in April this year.<\/p>\n

MEDIA NGO REACTION<\/strong><\/p>\n

Also on November\u00a012, the provisions of the regulation were criticized<\/a> by the media NGOs and described as \u201cdefiant attempts of Balti Municipality Mayor\u2019s Office to hinder journalists\u2019 professional activity by establishing arbitrary and abusive rules.\u201d<\/p>\n

\u201cWe condemn Balti Municipality Mayor\u2019s Office\u2019s attempt to assume arbitrary competences to restrict the rights of journalists covering events during the public authority\u2019s meetings and to impose restrictions on the media outlets\u2019 editorial policy or technical devices used for documenting journalistic materials,\u201d the statement signed by nine media organizations, including the Independent Journalism Center, says.<\/p>\n","protected":false},"excerpt":{"rendered":"
